Use R once the fight already has a direction. In lane, that usually means they have burned dash, Flash, or the spell that would break contact, so the ult pins them instead of starting a coinflip. In side lane, it is strongest when they are already retreating through a long lane and cannot easily cut the distance. In teamfights, wait for the target that has already stepped past peel or spent mobility; ulting too early usually hands the enemy an easy CC chain. If you are unsure, treat R as a punish button or a lock to finish the chase, not your opening sentence.
